“SOLID MUNICIPAL WASTE – ENERGY FROM WASTE” – expert workshop
Cement Industry of Serbia in cooperation with the Institute for Standardization of Serbia on 24th of May organized an expert
workshop on „Solid municipal waste – energy from waste“.
The aim of the workshop was to emphasize the significance and advantages of using Solid Recoverd Fuels.
The presenters on the workshop was experts from this field, who discuss the topics related to the significance of standards, condition and perspectives and examples of good practice of utilization of solid municipal waste as a fuel. Video from workshop opening you can see here.

Cement industry offers a solution for responsible waste management - RTS1, That’s how things stand
Waste is co-processed in cement kilns for more than 30 years and this practice prevails in developed countries of the
world.
In addition to the fact that about 2.5 million tons of waste is generated annually in Serbia, and that cement factories nowadays substitute only just over 20% of fossil fuel with alternative ones, it is clear that there is capacity in cement production process for treatment of significantly larger quantities of waste material.
The basic limitation for CIS members is the insufficient quantity of waste suitable for use in cement kilns. Considering that in addition to the appropriate chemical composition, waste must be adequately pre-treated, the fact that there can be significant quantities of waste doesn’t mean that there are sufficient quantities suitable for use in cement kilns. Misunderstanding of this fact comes from ignorance of the production process itself, so most often it is wrongly thought that any kind of waste can simply be burned in cement kilns. This wrong belief is often the basis of suspicion and resistance for the use of waste in cement kilns because it creates an unreasonable fear that use of waste in cement kilns will increase pollution emissions.

Global warming, air pollution, land and water pollution show clearly that economic growth that doesn’t considers environmental
impacts already brings more damage than benefits. Environmental problems continue to grow although they are recognized
as important in both national and transnational documents for more than decade.
The waste management system in Serbia is underdeveloped, and instead of separation at the source, most of the waste of various types is deposited in landfills, where it becomes completely unsuitable for recovery in cement kilns. The use of waste in cement kilns in Serbia is almost twice lower than the average in the EU countries, although the cement industry of Serbia has invested considerable resources and efforts to provide all the technical assumptions for its significant involvement in the production process.
Although the use of waste in cement kilns doesn’t implies only energy purposes, but waste also represents material that is incorporated into the final product, the cement industry has done everything in its power to use the available quantities of waste in Serbia.

Co - processing in cement production - an ecological future
The Association of the Cement Industry of Serbia (CIS), which gathering three cement factories - Lafarge Srbija, CRH Serbia
and Titan Cementara Kosjeric, organized an educational visit of the facility at the factory Lafarge Serbia under the title
"Change is starting from us", with the aim of introducing media representatives with the process of producing cement as
well as the effects of using fuel produced from waste on the production process, the quality of the final product and the
environment.
"We believe that the change starts from each of us and that the role of Serbia's cement industry as a reliable partner in addressing local and regional waste management challenges will be recognized, as well as our solutions for the disposal of significant quantities of different types of waste in a safe, secure and controlled way, without any additional negative consequences for the environment, "said Dejan Milinković, director of the Association of the Cement Industry of Serbia.
The additional value of co-processing - consisting of the use of waste as a substitute for fossil fuels and primary raw materials in a single industrial process - must be recognized and encouraged through regulatory frameworks, in accordance with the waste management hierarchy and existing international conventions, was the conclusion of this visit.

Co-processing of hazardous waste in cement kilns
Proposals for the development and improvement of waste management, strategic planning and framework for the implementation of the management of specific hazardous waste streams in accordance with EU standards, presented by representatives of project partners: Umweltbundesamt - Environment Agency Austria and the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety of Germany.
Recognized as a safe and reliable partner in the treatment of significant quantities of hazardous waste, Cement Industry of Serbia (CIS) gave support to the establishment of an integrated hazardous waste management system. Previous results, challenges and perspectives of the cement industry in the co-processing of hazardous waste, were presented by Dejana Milinkovic, director of the Association CIS.

Representatives of the Cement Industry of Serbia (CIS) presented
solutions for the preservation of natural resources and responsible waste management in the international ISWA Congress.
Business Association Cement Industry of Serbia (CIS), as well as a platinum sponsor of the ISWA Congress, the world's largest
congress that deals with solid waste management, held in Novi Sad from 19 to 21 September, presented the important role
of co-processing in cement kilns in developing modern waste management in Serbia.
Koen Coppenholle, Chief executive of the European Cement Association (CEMBUREAU) presented examples of good practice from EU countries that cement industry recycles materials can contribute to achieving national recycling targets, as well as the achievements of co-processing in the EU28 in 2014, while Juraj Ciz, representative of Ecorec and George Tagarinski, manager for development in Green Energy Alternative Assets, transferred practical experiences from Slovakia and Bulgaria, stressed the importance of co-processing and its role in a circular economy.
The use of alternative fuels and raw materials in cement plants brings multiple benefits to cement plants and local communities. Besides saving of natural resources, use of alternative fuel reduces the investment in new waste management facilities, solves the problems of lack of space for waste disposal, and offers the ability to create new jobs.

The cement industry Serbia took part in the conference „Modern Materials аnd Constructions with Regulation“
In organization of the Society for Materials and Structures testing of Serbia a conference entitled "Modern Materials and
Constructions with Regulation" was held on 17 June 2016, in the Ceremonial Hall of Faculty of Civil Engineering in Belgrade.
At the conference, which is included in the training program of continuous professional development, a large number of experts from various fields of civil engineering, spoke about the results of research and testing in the field of modern materials and structures, with special emphasis on regulation.
Dejana Milinkovic, director of the Business Association of Cement Industry of Serbia, spoke about provisions of the REACH Regulation and its effects on the construction products.

The Fifth Balkan Standardization Conference
Fifth Balkan Standardization Conference, held on 14th and 15th June in Belgrade, gathered representatives of national standardization
bodies from the Balkan region in order to exchange experiences and improve their work.
"The competitiveness of Serbian companies is closely linked to their ability to produce quality and safe products in accordance with the requirements of relevant technical regulations and standards. In this area Serbia made biggest progress in the region," said Jovan Petrovic, the Assistant Minister of Quality Infrastructure Quality.
As a precondition for such a production an efficient and internationally recognized quality infrastructure system is required, or network of institutions and organizations in the field of quality infrastructure, metrology, accreditation, conformity assessment and standardization.
Dejana Milinkovic, director of the Business Association of the Cement Industry of Serbia and President of the ISS Assembly, opened the round table entitled „Cooperation among national standards bodies (NSBs) and public authorities“.

Serbian cement industry at Second Serbian Road Congress
Second Serbian Road Congress, entitled „
Roads, people, landscapes“, was held on 9th and 10th June 2016, in hotel Crowne Plaza premises in Belgrade. Serbian
cement industry, as a bronze sponsor of this congress, supported its organization, and took part in the scientific work
of Congress which is included in the training program of continuous professional development.
A large number of domestic and experts from other countries, spoke about new technologies of planning and designing, as well as about modern techniques of construction and use of materials with minimal environmental impact.
Dejana Milinkovic, director of the Business Association of Cement Industry of Serbia, presented technical quality requirements for the use of cement and cement-based materials for soil stabilization, which are determined with a series of European Standards EN 14227 (part 1 to 15).

Society for Materials and Structures Testing of Serbia - DIMK organized a conference with topic "Building materials in
contemporary construction"
At the Faculty of Civil Engineering of the University of Belgrade, engineers and researchers from the widest field of construction,
had the opportunity to present, to professional and scientific public, results achieved in the field of theoretical and
experimental researches of building materials, as well as possibilities of practical application of new materials, especially
in the area of research and testing methodology. On this occasion great attention was focused on the environmental performances
of materials and energy efficiency in building construction.
Dejana Milinkovic, director of the Association of Serbian Cement Industry (CIS) spoke about composition, specification and conformity criteria of hydraulic road binders from aspect of requirements from series of European Standards EN 13282.

Koen Coppenholle, CEMBUREAU Chief Executive has held presentation on the topic: „The role and importance of the cement
industry for the initiation of economic development“
Within the visit of the Business association of Serbian Cement Industry Mr. Koen Coppenholle, Chief Executive of the European
Cement Association - CEMBUREAU, gave a lecture to the representatives of the relevant ministries of the Republic of Serbia
and interested members of the Chamber of Commerce and Industry of Serbia about the role and importance of the cement industry,
main actor of the construction sector, as an engine of economic development.
Message sent from this meeting was that the overall systemic approach in which economic, social and plans for improving environmental protection and waste management are harmonizing with the technical and technological capabilities of industry, keeping in mind the impact on their competitiveness and investment, is secure road that leads to the initiation of economic activities and development society as a whole.

Towards a sustainable future - Serbian Cement Industry Association started with a series of educational workshops
In the premises of the Association of Cement Industry of Serbia (CIS), the first educational workshop for media representatives
entitled "Use of municipal and industrial waste in the cement production process" was held. The main objective of this
workshop is sharing previous experiences and introduction of media representatives with the cement production process as
well as the effects of the use of fuels produced from municipal and industrial waste to the manufacturing process, the
quality of the final product and the environment.
About characteristics of the technological process of cement production, possibilities and ways of using alternative fuels, as well as the situation in Serbia and the experiences of developed countries in the EU spoke Ph.D. Aleksandar Jovovic, professor in the Faculty of Mechanical Engineering in Belgrade.
Radmila Serović, head of the Department of Waste Management in the Ministry of Energy, Development and Environment presented to the journalists present legal framework in the field of waste management, methods and procedures for obtaining permits for the use of waste in facilities for the cement production, as well as flows of information and dissemination of data or the transparency of the Ministry of Energy, Development and the Environment.

Serbian Cement Industry Association promoted a brochure entitled „Sustainable benefits of concrete structures“
Representatives of the Serbian Cement Industry (CIS) promote a brochure
„Sustainable benefits of concrete structures“ and thereby, as an social responsible companies, contributed to
the promotion of the new direction of the environmental and socially responsible policies for sustainable construction,
as well as the challenges and trends in this area.
Three companies are actively working on the reduction of the fossil fuels usage and they are active initiators and participants in social dialogue on the need to increase usage renewable and alternative energy resources. On the basis of performed activities in the aim to improvement of sustainable development and significant reduction of the emissions values, it is evident that, in this manner, CIS members have made a significant progress in changing of the approach when it comes to protecting and improving the environment in Serbia.

The contribution of the cement industry in establishing of industrial ecology
Presentation "The contribution of the cement industry in establishing of industrial ecology" was held in Chamber of Commerce
and Industry of Serbia, in organization of the Serbian Cement Industry.
Lecturer Daniel Lemarhand, president of the working group for Co-processing and End of Waste in the European cement Association CEMBUREAU, pointed out the role and importance of the cement industry as a strategic partner in solving the problem of accumulated waste.
The presentation was attended by representatives of the Ministry of Energy, Development and Environmental Protection of the Republic of Serbia, representatives of local authorities in which the cement industry operates and representatives of NGOs.

The Association of the Cement Industry of Serbia signed a Memorandum of Understanding with the Ministry for Environmental
Protection and Spatial Planning
The signing of the Memorandum represents the start of the implementation of the project “Program of examination of the
possibilities of use of certain waste flows as alternative fuels and raw materials in the cement industry”, for the purposes
of establishing a system that will allow for efficient solution of the problem of waste that is generated daily in Serbia.
